      <image:caption>Frank Palermo is a Fellow of the Royal Architecture Institute of Canada, a Fellow of the Canadian Institute of Planning, a Professor Emeritus at Dalhousie University, President and Director of the Cities and Environment Unit, and Chair of the Planning and Design Centre. He has served as Director of the Planning School and Dean of the Faculty of Architecture and Planning. Frank has broad experience working in the private sector and with all levels of government on community plans, infrastructure development, policy formulation, public engagement and placemaking. He was responsible for Calgary’s Downtown and Inner-City Plan which brought light rail transit to the city. He worked on Nova Scotia’s Sustainable Transportation Strategy, served as chair of the Halifax Planning Advisory Committee and was part of the HRM Urban Design Task Force. Frank was also a member of Canada’s National Capital Commission -Advisory Committee on Design and Real Asset Management. The Cities and Environment Unit (CEU) under his leadership has produced many widely recognized studies, community plans and policy documents including the First Nations Community Planning Model and Jordan’s National Urban Policy.</image:caption>

Working in both urban and rural contexts, he assisted municipalities to develop new transportation options including transportation master plans, rural and urban transit strategies, and active transportation plans. Now retired, he conducts independent research mainly in the areas of maritime (seafaring) history, photography and biography. His local history, Head of the Bay was published in 2009 and reprinted in 2018. His article, "A Tale of Two Suburbs" won the 2013 Plan Canada Award for best long-form article in Plan Canada magazine. Jeff is currently a member of board of the Heritage Trust of Nova Scotia. While he now enjoys a very short commute, he is committed to the concept of light rail tied to community planning as a more equitable use of public funds than current planning and development models provide.</image:caption>
